Resistances are strongest the higher they are, obviously. it does stack with other RR and it can push resistances into negative if the target doesn't have enough resistance to "soak up2 all the reduction, so it will always add more damage. The answer to the question whether it's worth it is of course highly subjective. turns out manticore can actually bring resistances into the negative. I looked at the cheat sheet again and realized i probably mixed them up. So if you have 30 reduced physical res from "break morale", it doesn't stack with 12 reduced physical res from blind furey (for example), but it will stack with -32% physical res from assassins mark and/or -25% physical res from curse of frailty etc. The only thing to keep in mind is that different debuffs of that "X reduced targets resistances" don't stack with each other. If it reads "X reduced targets resistances" (without the '%' character) it stacks with the generic "-X% resistance". If it reads "X % reduced targets resistances", that's the crappy RR type that doesn't really stack and is weak/useless most of the time.
